Svengali
What other deck could possibly be top of the list? The design is simple to understand and use. It lets you do completely amazing tricks with o effort and a wide variety of effects to.
It is a force deck, a card to number etc The principle has of course been applied to many other object such as books and pads.
You can easily make your own, even using a bespoke design deck.

Mene Tekel
A simple idea but a brilliant one. This deck gives you super powers. It is based on the Svengali principle however I feel it is more deceptive and versatile. The deck is separated into matching pairs which enables you to find or identify a chosen card instantly. Great for card to impossible location or prediction routines. Despite having been experimented with by great names in the past and having a chapter in Encyclopedia of Card Magic in remains one of magics best kept secrets.
Invisible
Whether you use it as a regular part of your repertoire or have it to save the day, the invisible deck is a mind blowing effect. It is one of the most popular gimmicked decks but for me is fairly limited to the one effect. I appreciate that a huge number of presentations have been developed for it but the trick ultimately remains the same. Used by close up card workers and mentalist alike it is brilliant.

Phil Plus Outdone
One of those great effects which has so many derivaives, most requiring two decks and then suddenly a one deck version.
It is fun and a little whimsy perhaps but it seriously packs a punch. The trick has a great hook and this plays well for a lot of ages and is easy enough for a beginner. Propdog's founder Dave Bonsall recommends it highly.

Cartoon
Dan Harlan has contributed massively to magic, this is his best creation. The trick is fun and baffling and has that wonderful flip book reveal which people have been playing with ever since, yet never matching this original. This is so good it was used to win through round one of Britains Got Talent.
